Will the total number of Democratic members of the U.S. House of Representatives retiring or not seeking reelection in 2026 be greater than or equal to 20 AND less than or equal to 23, as determined by a consensus of credible reporting after the relevant final 2026 candidate filing deadline has passed in all states (expected late August 2026)?
